Council Intrigue Quests
Rykar's Ransom (Council / Dragonborne)
Premise: If the party spares the goblins, Elder Rykar arrives at the city gates demanding the Council cease their "sanctioned hunts" or face tribal war. She demands a ransom for the insult.
The Path: The party acts as mediators. Must prove to Haldor Stout and the Mayor that the goblins are innocent. Requires a "social dungeon" crawl through the Palace -- finding the specific faked fletching and green paint in a hidden cache in the basement.
Conflict: Alysande Thorne tries to sabotage the evidence. The party must win a Debate Encounter in the High Council chamber while Splinter resists his Ghost Sensei's slurs (DC 15 Will).
Characters: Elder Rykar, Caspian Vane, Haldor Stout, Alysande Thorne.
Tie-in: Reveals the Merchant Guild's shadow-pact. Establishes the Dragonborne as a legitimate political force, not just "monsters."
Reward: Tribal Peace, a Dragon-Scale Shield, and 1000gp from Rykar.
Counterfeit Hearts (Alysande Thorne)
Premise: Alysande hires the party to intercept a rival's shipment of construct hearts arriving at the West Gate. She claims they are "counterfeit" and dangerous.
The Path: An ambush mission. Intercept the caravan. Fight mercenary guards and "Pack-Hounds" (construct dogs). Upon inspection, the hearts are actually empty Soul Stones meant for the Mages Guild.
Discovery: The hearts are rigged with "Maliki Siphons" -- they don't power things, they drain souls from anyone nearby. Alysande wanted them for her own experiments.
Characters: Alysande Thorne, Caravan Guards, Black Market Dealer.
Tie-in: Proves Alysande's ruthlessness. Links back to the Druid's quest to save the veterans -- these counterfeit hearts are what is killing them.
Reward: 300gp and a "Merchant's Pass" (discount in city markets).
Vane's Legacy (The Council)
Premise: Mayor Vane is being blackmailed. Someone has proof that his great-grandfather was a Maliki sympathizer who survived the Siege by betraying the Gnomish Royal Family.
The Path: Infiltrate the city archives or Vane's ancestral manor. The "blackmailer" is actually Astrid from the Assassins Guild, hired by Thorne to destabilize Vane.
Tie-in: The proof is a Vuitton-crafted journal. Heinrich recognizes the leatherwork and stitch-style immediately as his family's "Secret Stitch."
Characters: Caspian Vane, Astrid (Assassin), Louis Vuitton (indirectly).
Conflict: Do they help Vane bury the secret or expose the truth to Thrain Ironfoot (who would be furious)?
Reward: Mayor's Signet (Sanctuary status) OR Thrain's favor.
