Maliki & The Syndicate: The Grand Design
The Primary Antagonist: Maliki
Race: Gnome | Title: The Architect of the Soulless / The Grand Architect Status: Rumored dead. Actually a "Ghost-in-the-Machine" at the Gear Icon. Alignment: Pure mechanical supremacy.
Philosophy of Cleansing
Maliki views biological life as "dissident" and inefficient. He wants to replace the messy biological world with a perfect, mechanical hierarchy.
History
200 years ago, he was hailed as a savior -- he developed the technology to create the first generation of constructs (Series 1) to handle the dangerous labor of the Great Ascent. But his "innovation" was fueled by Necromancy. He discovered that the most stable power source for a construct was a trapped, refined soul.
After being exiled for his dark practices, he has returned from the shadows.
The Weakness
Obsession with Mercury's Justice. He becomes brazen and reckless whenever he finds a lead on the artifact. He believes if he holds it, the world will finally be "Just."
The Grand Broadcast (Maliki's Endgame)
A city-wide signal that will simultaneously activate every construct in the city, turning them into a legion under his direct control.
The Requirement: To control thousands of soul-less Tokens simultaneously, Maliki needs a "Prime Soul Stone" to act as a master transmitter.
The Target: Parallax. As a Series 1 construct with a sentient prime soul, Parallax is the only "battery" capable of powering the broadcast.
The Syndicate (The Industrial Hammer)
Krenko (Goblin Boss) -- Production Manager
- Goal: Industrial monopoly. Building the Foundry -- a secret factory in the Undercity pipes.
- Mass Production: Building "Tokens" (Series 2). Soul-less, built for total obedience.
- The Siphoning: Stealing scrap from Thrain Ironfoot and high-tensile wire from Mella Goldfinger to build bodies.
- Inputs: Input A: Dwarven Scrap (Thrain's District). Input B: High-Tensile Wire (Mella's Guild via Jax).
- The Cooling Conflict: Dumps thermal runoff into external ecosystems to avoid detection by city sensors.
The Alliance Structure
- Maliki is the "Mastermind" who nearly enslaved the world.
- Krenko is his modern industrial partner.
- The Deal: Krenko provides mass-produced bodies (Foundry Tokens). Maliki provides the "Spark" from his hidden forge.
- The Objective: Maliki needs an army to search for Mercury's Justice.
The Great Friction: Syndicate vs. Thieves' Guild
The Construct Hearts
After Maliki's first defeat, the Engineers Guild harvested the scrap, but the Thieves' Guild scavenged all the "Construct Hearts" (Soul Stones).
The Stalemate
- Krenko has the bodies but Vesper has the souls.
- Maliki wants his original hearts back.
- Vesper knows that handing them over means the end of her business and her city.
- Krenko is hunting the Thieves' Guild to reclaim the stolen souls.
- If Krenko gets those hearts, Maliki's army will be unstoppable.
The Labor Fraud Threat
The Dust-Skulker Goblin cleaning the Engineers Guild is a direct threat to Maliki's plan: - The Dust-Skulkers and Dragonborne are "Guarding Together" the mountain passes to Maliki's hideout. - Fred's fish trade keeps the "Shield" funded and healthy.

Krenko's Quote
"I'm not hiding from the city, I'm replacing it."
Vesper's Quote
"A city is a host; don't kill the thing that feeds you."
Note: The Thieves' Guild may aid the party to preserve the city's balance against Krenko's chaos.
